Oleshky, Kherson region, 2022 – Oct 2026
A town starved under occupation · blockade, hunger, no way out
Occupied since 24 Feb 2022 and flooded when the Kakhovka dam was destroyed in 2023, Oleshky has been cut off since May 2026: no food by road, no organised evacuation, no electricity. The UN monitoring mission: "People can't get out, food can't get in." Ukraine agreed an evacuation list of 358 people with the ICRC; Russia has given no security guarantees. Since late September Ukraine has dropped about 8 t of food and medicine by drone; Ukrainian officials say Russian soldiers took food from residents (not independently verified).
Update, 19 Oct. Ukraine's Ombudsman says talks with Russia on a ceasefire regime and evacuation directly to Ukrainian-controlled territory have reached "the final details", with "difficult issues" still open; no agreement has been announced (Tier B).

Russia said. Kremlin, 21 Sep: the situation is "critical" and Kyiv is to blame; Nebenzia, 14 Oct: "the tragedy in Alyoshki". Russia has occupied the town and every road into it since February 2022. The Kremlin readout of the 16 Oct call with Pope Leo XIV supports "supplies" — not the ceasefire or evacuation the Pope asked for.
Evidence held: HRMMU statement of 25 Jun 2026; HRW, 9 Jul 2026; OSCE/ODIHR; Ombudsman of Ukraine; Kherson regional and Oleshky city military administrations; six published testimonies of people who left; Russian official statements, Sep–Oct 2026.
