Russian Ministry of Defence, announcing strikes on Kyiv's 'retransmitting hubs' · 1 Mar 2022. On 1 March 2022 Russia's Ministry of Defence announced that, 'for the purpose of foiling information attacks against Russia', it would strike 'technological facilities' in Kyiv and told residents living near 'retransmitting hubs' to leave their homes. At about 17:10 that day missiles hit the Kyiv TV tower beside the Babyn Yar memorial site. Five passers-by were killed, among them a television camera operator. One stated aim, the record, and what it concedes.
Le constatRussia named the target itself. The stated aim was to stop 'information attacks' — broadcasting and communications — not to gain a military advantage on the battlefield.
Pour être justePart of a pattern. ITU counts 40 broadcasting stations affected by the war; the Kharkiv TV tower was brought down by a missile on 22 Apr 2024 (Al Jazeera, 22 Apr 2024).
Claim 1 · Ministère russe de la Défense · 1er mars 2022“For the purpose of foiling information attacks against Russia, strikes with high-precision weapons will be carried out against the Security Service of Ukraine's technological facilities and the 72nd main center of psychological and information operations in Kyiv.”Interfax, 1 Mar 2022; TASS, 1 Mar 2022 · source ↗
Self-incriminating: the stated aim is not a lawful ground for attackThe aim Russia gave is to stop information, not to gain a military advantage. The ICTY committee that reviewed NATO's 1999 strike on Serbian state television concluded that disrupting government propaganda is unlikely to offer the 'concrete and direct' military advantage required, and that a strike justified by its propaganda purpose alone 'might well be questioned' (Final Report to the Prosecutor, 2000, para. 76). Additional Protocol I limits attacks to objects whose destruction offers 'a definite military advantage' (art. 52(2)). Concède : That broadcasting and communications in Kyiv were chosen as targets because of what they transmitted.Niveaux de preuve :
Claim 2 · Ministère russe de la Défense · 1er mars 2022“We urge Ukrainian citizens who are enlisted by Ukrainian nationalists to stage provocations against Russia, as well as Kyiv residents who live near the retransmitting hubs, to leave their homes.”Interfax, 1 Mar 2022; TASS, 1 Mar 2022 · source ↗
Contredit par les faitsAt about 17:10 the same day missiles struck the Kyiv TV tower in Shevchenkivskyi district. The State Emergency Service counted 5 killed and 5 injured as of 18:00, all passers-by (LB.ua, 1 Mar 2022); the charge sheet of August 2025 gives 5 killed and 6 injured, all civilians, and damage to the tower's equipment, vehicles and a sports complex (Office of the Prosecutor General). Among the dead was Yevhenii Sakun, a camera operator for the LIVE channel (CPJ, 2 Mar 2022). Television channels went off air for a time (Ministry of Internal Affairs, via NPR). Concède : That Russia expected people near the target and struck anyway; a general warning does not lift the duty to spare civilians (Additional Protocol I, art. 51(8)).Niveaux de preuve : B
Ce que nous demandonsITU members: weigh the record of attacks on Ukraine's broadcasting and telecommunications in the Council elections at PP-26 (Doha, Nov 2026) · ITU: keep the damage assessment of Ukraine's broadcasting network current under Resolution 1408 · states: support the prosecution of those who ordered the strike on the Kyiv TV tower.
