UN Panel: 'Russian instructors' committed IHL violations in CAR

The UN Panel of Experts on CAR reported that international humanitarian law violations by FACA soldiers and Russian instructors included excessive use of force, indiscriminate killings, occupation of schools and large-scale looting. It documented excessive force in Grimari on 28 December 2020 (3 civilians killed, 15 wounded) and unarmed civilians shot in Ippy, Bodol, Grimari and Kradé, and rejected Russia's claim that its instructors did not take part in operations. The Panel used the term 'Russian instructors' rather than Wagner; their coordinator said they were recruited by the Russian MoD via the Officers Union for International Security.

Established by. Final report of the UN Security Council Panel of Experts on CAR, S/2021/569 (transmitted 25 June 2021).

Latest. Later Panel report S/2024/444 described an attack near Sam Ouandja carried out by Russian instructors alone. The Officers Union for International Security was sanctioned by the UK in November 2024.
