The UN Panel of Experts on Libya's final report S/2021/229 set out in detail the role of ChVK Wagner in support of Haftar-affiliated forces, including its command structure and MiG-29 and Su-24 aircraft operated under Wagner control, in a context it described as non-compliance with the UN arms embargo. Earlier Panel reporting (cited by HRW) estimated 800–1,200 Wagner operatives in Libya and dated their presence to October 2018.
