Mali: Africa Corps replaces Wagner; UN reports serious violations
4 Sep 2025 · Mali · Official attribution
Wagner announced its withdrawal from Mali in June 2025, while Russia's Defence Ministry-controlled 'Africa Corps' remained. On 4 September 2025 OHCHR stated that Malian troops are backed by foreign military personnel from the 'Africa Corps' (formerly 'Wagner Group'), that Malian troops and their foreign backers have committed serious violations against civilians, and that since April 2025 the UN had received credible information of hundreds of extrajudicial executions and other abuses by all parties.
Established by. OHCHR / UN High Commissioner Volker Türk statement, Geneva, 4 September 2025 (general finding; not incident-specific attribution).
Latest. Human Rights Watch (22 Oct 2026) reported that Malian soldiers and Africa Corps fighters tortured detainees held in a shipping container at the army base in Sévaré (Mopti region) between May and August 2026; one former detainee said eight people died during his detention. HRW (20 Aug 2026) had documented the killing of nine civilians, including four children, by Africa Corps-led forces in Bombori on 10 July 2026. These are C-tier, not yet UN-verified, allegations; no accountability process is known.
Link to the war against Ukraine. Africa Corps is a Russian MoD-controlled structure that absorbed Wagner's Africa operations; the same state apparatus is waging the war against Ukraine.
