FPV drone on a scheduled passenger minibus · morning

A Russian FPV drone hit a scheduled minibus on the road in Nikopol district, across the Dnipro from occupied Enerhodar. The district declared a day of mourning. This was the third bus strike in the district in 2026, after 7 April (4 killed) and 8 August (driver killed). The UN COI has found Russia's drone campaign against civilians on the Dnipro right bank, including Dnipropetrovsk oblast, to be a crime against humanity of murder. HRMMU verification of this incident is pending.
CAH of murder — established (COI, drone campaign) This strike — verification pending
Russia said. Nothing. Russia made no comment on the strike (AFP, 16 Sep). Its standing line is that it does not deliberately target civilians, but the UN COI found the drone attacks systematic and under centralised command (A/80/497).
Publicly available: regional administration photos of the minibus and official casualty statements; Prosecutor General's proceedings under art. 438 CCU. HRMMU verification not yet published; the perpetrating unit has not yet been publicly identified.
