UN positionSecretary-General António Guterres (statement read by Spokesperson Stéphane Dujarric)Noon briefing, New York
The Secretary-General strongly condemns the escalating daily attacks on Kyiv, Odesa, Kharkiv, Dnipro and other Ukrainian cities by the armed forces of the Russian Federation, reportedly causing a record number of civilian casualties and major damage to civilian infrastructure, including critical energy infrastructure, ahead of winter. In the same statement he is deeply concerned by rising civilian casualties from Ukrainian attacks in the Russian Federation, including around St Petersburg. The UN and partners continue to support evacuations from frontline areas; the UN is alarmed by the attack on Sunday that damaged the premises of the Ukrainian Red Cross Society in Kherson.“All attacks targeting civilians and civilian infrastructure must stop wherever they occur; they are violations of international humanitarian law and must end immediately.”
