The Commission concluded that Russian authorities committed the war crime of intentionally directing attacks against civilian objects through large-scale attacks on Ukraine's energy infrastructure — above all in the winter of 2025–2026, and cumulatively since autumn 2022 — and the crime against humanity of other inhumane acts, carried out with intent and pursuant to a state policy to deprive civilians of essential energy supplies. It found compelling evidence that Russian authorities trafficked persons from 29 countries into their armed forces by deception or coercion, and called for all of them to be discharged. It drew on accounts from 255 people in nine regions. Russia gave no access and did not answer the Commission's requests.“As the cold season approaches, the attacks have intensified once again”
