The UN said the local ceasefire around occupied Oleshky offers hope for civilians: hundreds of people were evacuated, and the Emergency Relief Coordinator said it should pave the way for vital aid and more humanitarian access on both sides of the front line. The Spokesperson said the Secretary-General strongly condemns the strike on Dnipro railway station, which is not an isolated case, and that attacks targeting humanitarians are unacceptable and must stop; he cited a drone strike on a civilian bus in Zaporizhzhia region that killed a woman and an armoured evacuation vehicle hit in Sloviansk. OCHA reported 190,000 consumers without electricity in Dnipro region on the morning of 30 October.“All of these attacks are violations of international humanitarian law, and they must stop.”
