What it concedes. Four years after "not a single civilian suffered" (UNSC, 5 Apr 2022), the report no longer disputes that the deaths occurred under Russian occupation. It argues about who the dead were. That is an acknowledgement.

Our own precision. The Bucha Wall of Remembrance lists residents of the community killed during the occupation, including local defence volunteers whose plaques say so. "509 civilians", used in some speeches, was imprecise. The legal record never depended on it.

Russia claimsThe wall of 509 names is the proof — and it includes soldiers.
Straw manThe memorial was never the evidentiary basis. OHCHR documented 73 civilians by name, status assessed case by case.
Russia claimsThey were combatants, so killing them was lawful (AP I art. 51(3)).
Self-incriminatingVerbovyi, Rudenko and Turovskyi were seized, searched and shot at 144 Yablunska St. A captured fighter is hors de combat; killing him is murder (Common Art. 3).
Russia claimsSome died elsewhere — Vorzel, Moshchun, Irpin.
IrrelevantThe memorial covers the Bucha community (14 settlements). Legal casualty counts are geo-specific and separate.
Russia claimsA 68-year-old died of cancer.
UnsourcedOne case, no document. OHCHR counts killings only.
Russia claimsUkraine kills its own citizens for the cameras — 16 eyewitnesses.
Not about BuchaAll 16 interviewed in occupied Donbas towns; none mentions Bucha. The report admits its conclusion is "by analogy".
Russia claimsLike Gleiwitz 1939 — a staged provocation.
RefutedMaxar imagery dates the bodies to 9–21 March; soldiers called home from victims' phones. Moscow's story has changed three times since.
